Safe Schools Initiative Announced

The City of Milton and the School District of Milton are proud to announce the Safe School Initiative, starting in the 2013-2014 school year, which will assign school resource officers to all public schools, K-12, located in the City of Milton.

The overall goals of the Safe Schools Initiative are to allow students to develop positive relationships with police officers and to help with overall security of the schools. During the officers’ time at the schools, they will review security plans, visit classrooms, walk the hallways, hold meetings with teachers, and provide other services as needed to the school.

“For 180 days a year, our schools are filled with over 4,000 students, teachers, and other staff,” Mayor Brett Frazier stated. “It’s our job as a City to keep them safe. I’m proud that we can now say that every school within our jurisdiction will have a police officer assigned to that school.”

Mayor Frazier went on to state, “This is a shift in the way we think about school safety in Milton. I believe, as I know our Police staff does, that a regular and consistent police presence in our schools not only helps prevent the bad, but encourages the good by forging positive relationships between kids and cops. Those relationships will pay dividends for our City and for our children.”

A police officer will visit Milton East Elementary School, Milton West Elementary School, Northside Intermediate School on a weekly basis. Chief Dan Layber is assigned to Milton East Elementary School, Officer Michael Chesmore is assigned to Milton West Elementary School, and Lieutenant John Conger is assigned to Northside Intermediate School. The Milton High School will maintain their regular full-time school resource officer who is Officer Jim Martin, and the Milton Middle School will maintain their part-time school resource officer who is Officer Jim Schumacher.

Chief Dan Layber also commented on the new Safe School Initiative by stating, “The Milton Police Department is happy to strengthen our relationship with the Milton School District by visiting the schools on a regular basis and to continue our already strong presence at the High School and Middle School. “ Chief Layber also said, “Our presence will enhance school safety and provide for increased communication between the police and school staff. The increased contact with students should foster a more positive relationship and help provide positive role models for students.”

Health Officials Urge Precautions as High Temperatures Predicted to Return Sunday

Press Release from Wisconsin Emergency Management:

State emergency management and health officials are asking residents to again take precautions if they have to be outside or in non-air-conditioned homes between Sunday and Tuesday, and to check on older or isolated neighbors who may need assistance. Heat indices could reach the upper 90s.

This summer, 10 confirmed and probable heat-related fatalities have been reported in Wisconsin. Summer heat waves have been the biggest weather-related killers in the state. Most at risk are older adults and young children. However, all persons are at risk, especially those with physical or mental health conditions. Last year, 27 people died in Wisconsin as a result of heat-related issues.

General heat exhaustion symptoms include fainting, rash, fatigue and nausea. Skin can become clammy and moist or hot and dry. Heat stroke can come on rapidly and may progress to life-threatening illness within minutes. If heat-related symptoms appear, action should be taken immediately to reduce body temperature. This includes taking a cool shower, bath or sponge bath. Wearing wet clothing also has a cooling effect.

People who do not have access to air conditioning in their homes are encouraged to seek out air conditioned facilities such as a mall, library or senior center, or stay with family or neighbors who do have air conditioning. To locate current cooling centers, visit: http://readywisconsin.wi.gov/

Here are some tips to keep safe in hot weather:

  • Never leave individuals, especially children or any household pets, in a parked car – even briefly. Temperatures in a car can become life threatening within minutes. On an 80-degree day, the temperature inside a car, even with the windows cracked slightly, can reach 100 degrees in less than 10 minutes!
  • Keep your living space cool. Cover windows to keep the sun from shining in. If you don’t have an air conditioner, open windows to let air circulate. When it’s hotter than 95 degrees, use fans to blow hot air out of the window rather than to blow hot air on your body. Basements or ground floors are often cooler than upper floors.
  • Slow down and limit physical activity. Plan outings or exertion for the early morning or after dark when temperatures are cooler.
  • Drink plenty of water and eat lightly. Don’t wait for thirst, but instead drink plenty of water throughout the day. Avoid alcohol or caffeine and stay away from hot, heavy meals.
  • Wear lightweight, loose-fitting, light-colored clothing. Add a hat or umbrella to keep your head cool…and don’t forget sunscreen
  • Don’t stop taking medication unless your doctor says you should. Take extra care to stay cool and ask your doctor or pharmacist for any special heat advice.
  • Taking a cool shower or bath will cool you down. A shower or bath will actually work faster than an air conditioner. Applying cold wet towels to the neck, head and limbs also cools down the body quickly.
  • Check on neighbors throughout the day who may need assistance to protect themselves against dangerous temperatures.

Update on the Opening of the State Highway 26 Bypass

The State Highway 26 Bypass will be open on Friday morning, August 23, 2013.

After the bypass is open the northbound lane will be shifted to the outside or right lane beginning at Harmony Townhall Road.  Northbound will be restricted to a single lane for about 3/4 of a mile until after Henke Road where there will be two lanes in the northbound direction to CTH N where it will again be restricted to a single lane and tie back into the existing roadway about a half mile north of CTH N.

The southbound lane will crossover to the northbound lane south of Townline Road and utilize the inside northbound lane to Henke Road where it will crossover to the new southbound lanes and be two lanes to CTH N. At CTH N it will cross back to the northbound lane and then tie back into the existing lanes about a 1/2 mile north of CTH N.

Both the newly constructed State Highway 59 and CTH N interchanges will be opened as well. Both northbound and southbound will be on the new bypass by approximately 10:00 a.m. After the opening of the bypass existing State Highway 26 will be closed from State Highway 59 east to Arthur Drive while that portion is reconstructed. That section is scheduled to be completed by October 1, 2013. The remaining portion of the southbound lanes near Townline Road will be completed and opened in late October.

Help Design the Milton Public Library Expansion

Here is a message from the Milton Public Library.

As you may already know, it is likely that the Milton Public Library will be expanding to occupy the entire Shaw Municipal Building.

The Library Board and staff are excited to announce that FEH Associates, an architectural and engineering firm, has been hired to develop conceptual plans for the library's expansion. We want to thank the Milton Public Library Foundation for providing the funds for the conceptual plan project.

As a kickoff to this effort, the Milton Public Library is hosting an interactive public planning/design workshop for all community members on Thursday and Friday, August 22 and 23. The public is invited to attend either day, any time between 9:00 a.m. – 5:00 p.m. to share ideas for the future library layout.

This is an important part of the design process in which the library’s architect, FEH Associates, will be drawing, presenting, and making preliminary outlines of how the conceptual plan may look based on the input of those attending.

Ideas generated by the public, library board and staff will then be incorporated into the preliminary design drawings. This event should be lots of fun as the community designs the expanded library!

For more information, call 608-868-7462, email mpl@als.lib.wi.us, or visit www.miltonpubliclibrary.org. The library is located at 430 E. High Street in the Shaw Municipal Building and is wheelchair accessible. Library Hours are 10 a.m. to 8 p.m. on Monday through Wednesday, 10 a.m. to 5 p.m. on Thursday and Friday, 10 a.m. to 4 p.m. on Saturday, and 1-4 p.m. on Sunday.

Presentation of the Historic Survey Results on August 14th at 6:30 p.m.

The City of Milton’s Historic Preservation Commission has been working with Historic Resources Consultant Carol Lohry Cartwright over the last year to develop a comprehensive architectural survey of all properties in the City of Milton. The survey is in the final completion stages and Mrs. Cartwright will be presenting her findings during a presentation that will take place on August 14, 2013 at 6:30 p.m. at the Milton House, 18 S. Janesville Street, Milton, WI 53563.

During the presentation, Mrs. Cartwright will discuss her findings and show pictures of the properties. Joe DeRose from the Wisconsin Historical Society will also be in attendance to provide information about the National Register of Historic Places. Mrs. Cartwright identified 12 properties and two districts that are potentially eligible for the National Register of Historic Places. If a property is listed on the National Register of Historic Places, then the property owner could be eligible for certain tax provisions or grants for historic preservation.

The Historic Preservation Commission chose to complete this survey after receiving a grant from the Wisconsin Historical Society in 2012 that covers the entire cost of the project. The Historic Preservation Commission received another grant in 2013 to nominate two districts and four properties to the National Register of Historic Places. The commission will be working with the property owners on this project over the course of the next year. The commission contracted with Mrs. Cartwright again for this project.
