Alliant Energy Foundation Grant Awarded for Anti-Bullying Programming

In partnership with the Milton Youth Coalition, the Milton Police Department is pleased to announce that we have been awarded a $500 grant from the Alliant Energy Foundation to enhance and continue the Anti-Bullying programming in our community.

Kate Baldwin of Partners in Prevention was instrumental in making this funding a reality.

The grant proceeds will be used to fund future programming and promotional products to continue to disseminate our message; “Live the Milton way, No Bullying, Safe in our Schools and Safe in our Community."

We would like to thank the Alliant Energy Foundation for the award and for recognizing the importance of the programming that is in place and its positive impact.

Doug Welch Named Parade Marshall for Milton Independence Day Parade

The Celebrate Milton Committee is proud to announce that Doug Welch will serve as the Parade Marshall for the 2013 Milton Independence Day Parade that will take place on July 4, 2013 at 1 p.m.

Doug attended Milton schools, and he graduated from Milton High School in 1973. He then attended UW-LaCrosse, UW-Whitewater, and then Mankato State University in Minnesota, from which he graduated in 1982 with a Bachelor’s degree in Sociology, Political Science, and Mass Communications. Doug’s newspaper career started in 1983, and he worked for several local papers. “For 21 years, beginning in 1991, I wrote a weekly column titled ‘Welch’s Grapevine’ through which I attempted to highlight and feature the uniqueness, joy, and challenges of small-town life in general and the Milton community in particular,” Doug said. “It was my goal to use the column to – often light-heartedly – write about the people of Milton and acknowledge the accomplishments and charity of the community, becoming a promoter of ‘all things Milton.’”

Doug promoted the Milton 4th of July celebration through the newspaper, and he focused much of his writing on the Milton schools.

Doug has played a large part in Milton softball and baseball. He has been a member of the Milton Softball Association since its inception in 1975, and he has played and umpired in the league each year since. The highlight of each softball season for him has been the 4th of July tournament. He played every year from 1977 through 2011 when he was sidelined by a stroke the following off-season.

In 1992, Doug started playing baseball again in a Madison senior league. He recognized the opportunity to return adult “townball” to Milton through the Raptors team. Throughout the decades, Milton has had various town baseball teams, including the Milton Crescents, the Milton Merchants, the “new” Milton Crescents, and the Milton Possums. Now, thanks to Doug’s dedication and skills, the Milton Junction Raptors are representing Milton in the Rock River League and in 2012 represented Milton in a league championship game for the first time since the “new” Crescents in 1981. Doug received the Rock River League’s Manager of the Year honor.

Doug married his wife Jean in 1983, and they have a daughter named Lauren. Doug lives in the same home his grandfather, Will Costigan, built in 1913, 100 years ago.

PARADE THEME AND REGISTRATION 

Registration forms to participate in the 2013 Milton Independence Day Parade, presented by Air Products, are now available at Milton City Hall, 430 E. High Street, Suite 3, and on the City of Milton website (www.milton-wi.gov ). The parade will take place on July 4, 2013 at 1 p.m. The Milton Independence Day Parade 2013 theme this year is “Fun on the Fourth”.

In an effort to assist with planning for the event, participants are asked to submit completed applications to City Hall by noon on June 21, 2013. Registrations for horses need to include documentation of the current Coggins test. All motorized vehicles must be driven by a licensed driver, and a copy of their driver’s license is required with the registration form.

Press Release - Copper Burglary

On April 28, 2013 at approximately 9:30pm our agency was dispatched to a burglary in the 1100 block of Arthur Drive. The investigation revealed that the target of the burglary was copper tubing in the vacant residence. 

It is unclear when the incident occurred, however, it is believed to be within the last two weeks. It appears that entry was forced through a garage window. 

This is the 6th copper-related burglary that has been reported in our community since January. 

While many investigative strategies are in play, we also rely heavily on members of our community to report any suspicious activity. If you observe suspicious activity, particularly in the vicinity of vacant properties, we urge you to contact the police department to report it.

Individuals that come forward with information that leads to the arrest of those responsible for this crime are eligible for a cash reward through Janesville Area Crimestoppers. Individuals with tips can remain anonymous. If you have information regarding this incident please contact the Milton Police Department at 757-2244 or Janesville Area Crimestoppers at 756-3636. National Bike to School Day - May 8, 2013

The City and School District of Milton are proud to be working in partnership as we participate in a nationwide initiative known as National Bike to School Day on May 8th, 2013. Our nationally registered event will be encouraging children to ride their bicycles to school, as we seek to promote safe routes to school, health and wellness in our community, and reduce traffic congestion in and around our City’s schools.

School aged children in grades K-8 are encouraged to ride their bike to school on May 8th. The City will have extra police officers along primary road routes to Milton West Elementary School and Milton East Elementary School, Northside Intermediate School, and Milton Middle School. All participants are encouraged to wear bicycle helmets while participating in the event.

In addition to our goal of promoting health and wellness and reducing traffic congestion around our schools, we also seek to promote our event with the State of Wisconsin Department of Transportation in our on-going effort to access planning and transportation grants to develop safe routes to school.

City of Milton Mayor Brett Frazier fully endorses the event, stating “One of my most important priorities as Mayor is to find ways to ensure and promote the safety of our children before, during, and after school. I'm also working to address citizen concerns about traffic congestion around our City’s school buildings, especially during drop-off and pick up times. Encouraging and promoting bicycle use along safe routes to school is a great start in helping us address both issues."

School Board President Rob Roy also encourages participation in the event stating, “Anything we can do to promote children getting out and being active, and ensuring that our students get to and from all of our schools safely, is an event that our School District is proud to be a part of."

Groundbreaking Ceremony for Goodrich Square Splash Park


Mayor Frazier and the City of Milton Common Council are proud to announce a public ground breaking ceremony for the Goodrich Square Splash Park. The ceremony will be held on Wednesday, May 1, 2013 at 5:00 p.m. at the project’s site, located at 400 Parkview Drive in the City of Milton.

The Splash Park project is a part of the City’s long term redevelopment plans for Goodrich Square and demonstrates our elected officials’ continuing commitment to make value enhancing investments in the more than 130 acres of our City’s parks. The Goodrich Square Master Plan was approved by the Council in 2010 as the City sought to redevelop and aggressively market our City’s historical landmarks and specialty businesses with complimentary park attractions that will draw people to the City of Milton. The splash park is a family friendly new park amenity containing ten different interactive water features on a concrete pad with surrounding benches and landscape that possess a historic theme to promote Milton’s rich history. The park’s plan and amenities were developed with input from school age children throughout the City of Milton and a citizen led Goodrich Square Steering Committee, who meets regularly to analyze and promote potential redevelopment projects in Goodrich Square.

SAA Design Group developed the design of the Splash Pad, and the Council awarded the project’s construction contract to Advanced Building Corporation at their regularly scheduled meeting on April 2nd.

Reminder: Tree Pruning Primer, Saturday, April 27th at 10 a.m.

Come to the Tree Pruning Primer tomorrow, April 27, 2013 at 10 a.m. at the Tails n Trails Dog Park, 466 Elm Street. 

The class will be led by David Graham, a local landscape architect, tree hugger, and ISA Certified Arborist.

Attendees will learn the do's and don'ts of tree pruning, see a demonstration of proper techniques for pruning trees, and learn about the Tree Climbing Events that Wisconsin Area Climbing Arborists will participate in before the World Tree Climbing Championship later this year. 

After the session, attendees will plant a few trees at the Tails n Trails Dog Park.

Press Release - Update on United Ethanol Incident

On Friday, April 19, 2013, Jerod W. Guell, 27, of Janesville, Wisconsin died in a grain bin accident at the United Ethanol plant in Milton, Wisconsin. United Ethanol employees initially attempted to rescue Guell from the grain bin after he was buried by corn, however, they were unsuccessful. Sixteen fire departments from Wisconsin and Illinois subsequently responded to the scene and a 12 hour rescue and recovery operation ensued until Mr. Guell was removed from the bin late that night.

The Rock County Coroner’s Office subsequently performed an autopsy on Mr. Guell and determined that the cause of death was asphyxia due to compression of the chest when he was buried by the corn. The preliminary autopsy report lists the death as accidental.

The City of Milton Police Department conducted an on scene investigation, and a follow up investigation into the death of Mr. Guell, and also found no evidence of anything other than an accidental death. It appears that Mr. Guell was working in the lower portion of the grain bin when a large amount of corn collapsed on to him from the outer portions of the bin, causing him to be buried.

Rock County Clean Sweep - April 26th and 27th



Rock County Clean Sweep will take place in Milton at the Public Works Facility, 150 Northside Drive, on Friday, April 26, 2013 from 1 p.m. to 4 p.m. There will be another collection on April 27, 2013 at the City of Beloit Public Works, 2351 Springbrook Court, Beloit, WI. Late this summer there will also be one in Clinton on August 23rd and another in Janesville on August 24th. 
 
The purpose of the Clean Sweep is to collect hazardous waste like mercury, pesticides, solvents, old fuel, pool chemicals, caustics, acids, and more! The Clean Sweep is available to Rock County residents only.
 
Please do NOT bring: high pressure cylinders, Freon gases, infectious and biological wastes, explosives (detonators, blasting caps), radioactive chemicals and devices, ammunition, or electronics. Milton residents are allowed to put electronics at the curb on the third collection day of each month for Johns Disposal to collect.

Milton Independence Day Parade Registration Forms Available Now

Mark Your Calendars! Lil Tikes Bike Parade on July 3, 2013

The Celebrate Milton Committee and the Milton FFA Alumni are coordinating a Lil Tikes Bike Parade on July 3, 2013 at 6 p.m. at Schilberg Park in Milton.

Kids ages 12 and under are invited to decorate their bikes and ride around the 1-mile path at Schilberg Park, the location for the Milton 4th of July Celebration. There is no cost to participate in this event, but all participants must wear a helmet.

Kids with bicycles will not be able to participate in the Milton Independence Day Parade on July 4, 2013 at 1 p.m. unless they are part of another entry with adult supervision and bicycle helmets due to safety concerns.

Tree Pruning Primer - Saturday, April 27, 2013 at 10 a.m.

The Milton Public Library and the Parks & Recreation Commission are teaming up to present a Tree Pruning Primer on April 27, 2013 at 10 a.m. at the Tails n Trails Dog Park, 466 Elm Street.

The Tree Pruning Primer will be led by David Graham, a local landscape architect, tree hugger, and ISA Certified Arborist. He will demonstrate proper techniques for pruning trees, discuss the do’s and don’ts of tree pruning, and talk about the Tree Climbing Events that Wisconsin Area Climbing Arborists will participate in before the World Tree Climbing Championship in Toronto, Canada starting on Saturday, August 3, 2013. The Tree Pruning Primer is being held to commemorate Arbor Day, which is locally and nationally recognized as Friday, April 26, 2013. In 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees. Arbor Day was first observed with the planting of more than one million trees in Nebraska. Arbor Day is now observed throughout the nation and the world.

Splash Park Fundraiser at Gophers


Join the Goodrich Square Steering Committee at Gophers at The Caddy Shack, 229 N. Janesville Street, on Tuesday, May 14, 2013 between 6 p.m. and 8 p.m. for a delicious burger, wrap, pizza, or sandwich to help support the recently approved Goodrich Square Splash Park. Gophers will donate 10% of all food and beverage sales plus tips to the Goodrich Square Splash Park Fund.

While you are at Gophers, get some fresh air and play a round of mini golf or hit a bucket of balls.

The Goodrich Square Splash Park is one component of an overall revitalization plan for the Goodrich Square downtown district, located on Milton’s eastside. The plan was developed in response to the anticipated construction of the State Highway 26 bypass that will be completed in 2013. The overall goals for the splash park are to bring people to Milton to visit the many businesses in the community and to provide an amenity to Milton’s residents and visitors that currently does not exist in the region.

The Goodrich Square Steering Committee welcomes additional gifts from community members and businesses. Gifts to support the splash park can be sent to the Community Foundation of Southern Wisconsin, c/o the Goodrich Square Splash Park Fund, 26 South Jackson Street, Janesville, WI 53548. Press Release - United Ethanol Update

Below is a press release from Milton Police Lieutenant John Conger from late Friday night (April 19, 2013).



It is with great sadness that we report the rescue efforts at the United Ethanol plant were unsuccessful. At 11:11pm tonight the body of Jerad Guell, 27, of Janesville was recovered from a grain silo at that facility.

Sixteen fire departments, two law enforcement agencies, and more than 100 public safety personnel had been on scene in excess of 12 hours attempting to rescue Mr. Guell in this industrial accident. 

Mr. Guell had been an employee of the plant for approximately seven years and is survived by a wife and a young son. 

The City of Milton Police Department and OSHA will follow up with a thorough investigation of the events surrounding this incident.

Press Release - United Ethanol Update

Rescue operations are still ongoing at United Ethanol. It is unclear how much longer the operation will last.

The grain silo that the individual is in had 140,000 bushels of corn in it at the time of the incident, which is making the rescue challenging.

First responders from sixteen fire departments, two law enforcement agencies and OSHA have responded to the scene. There are nearly 100 public safety workers still on site.

Tails n Trails Dog Park Clean Up - Tomorrow, April 20th at 10:30 a.m.

Reminder: The Parks & Recreation Commission scheduled a Tails n Trails Dog Park Clean Up for Saturday, April 20, 2013 at 10:30 a.m. The Tails n Trails Dog Park is located at 466 Elm Street.  Any dog owners or general residents that use the park are encouraged to come and help the Parks & Recreation Commission.

Those who participate are encouraged to bring gardening gloves, dog waste shovels/scoops, and plastic bags for waste. Water to drink will also be beneficial depending on the weather.

UPDATE: Press Release - Incident at United Ethanol


Below is a press release that was just issued from Milton Police Lieutenant John Conger.



On today’s date at approximately 10:20 am our agency was dispatched to United Ethanol located at 1250 Chicago Street for an industrial accident. Officers were informed that a male employee had gone missing and that it was believed that he may be trapped in a large grain silo.

At this point many area fire departments and law enforcement agencies are working on rescuing the individual. It is unclear how long this rescue operation will last.

A press conference has been tentatively scheduled for 4:00 pm at the Milton Fire Department. Officials from the Milton Police Department and the Milton Fire Department will be present to give a statement.

UPDATE FROM THE MILTON POLICE DEPARTMENT:  The 4:00 pm press conference in regards to the United Ethanol incident has been postponed indefinitely.  Rescuers on the scene cannot now predict how much longer the operation will take.

Therefore, more information will be released when it becomes available, and the press conference is cancelled.

Situation Report 2

Overview: The storm system moving through the upper Midwest tracked further south last night than originally predicted. In Wisconsin, areas reported light to moderate/major amounts of rain, however, it was less than originally predicted. Rain will end tonight. More scattered rain or snow showers are possible for Friday with cool and sunny conditions for the weekend.

Flood watches and warnings continue across southern Wisconsin. Rivers will crest between Friday and next Tuesday and will then fall slowly. The crest for many of the rivers is now expected to be lower than originally predicted. The National Weather Service says the general flood watch for southern Wisconsin will expire tonight at 9:00 p.m.

The State Emergency Operations Center (SEOC) was activated at 6pm Wednesday, April 17, 2013. Staff will continue monitoring situation on a 24/7 basis.

East Central

Door County: Some local flooding in fields. Emergency Management Director is monitoring conditions.

Outagamie County: Minor flooding in low-lying areas along the Fox and Wolf Rivers. The Fox River has been put under slow/no-wake enforcement in Outagamie County.

Waupaca County: The Wolf River was put under slow/no-wake enforcement in Waupaca County yesterday; the river was just approaching flood stage this afternoon with slowly rising levels. Emergency Management Director is monitoring conditions.

Winnebago County: High water in Town of Wolf River, Eureka, and Omro but no major flooding at this time. Slow-No Wake order continues on the Wolf River.  

Southeast Region  

Rock County: The county has requested 100,000 sandbags from WI Emergency Management.. The county highway department sent a truck to Volk Field to pick up the bags.

Jefferson County: The county issued an emergency declaration for flooding on Wednesday. Some municipal roads are closed/partially closed. Blackhawk Island located in the Towns of Sumner and Koshkonong is flooded.

Kenosha County: The county issued an emergency declaration this morning for flooding. Pleasant Prairie Mobile Home Court has been evacuated to a shelter due to flooding on the Des Plaines River. Residents in the Fox River floodplain are urged to closely monitor the river. Vern Wolf Dam monitoring continues but water levels are dropping and State Highway 75 is now reopened. Sporadic flooding reported on roads and area along Fox River in New Munster.

Ozaukee County: Milwaukee River is high in Thiensville, Saukville, and Cederburg.

Racine County: The county issued an emergency declaration this morning for flooding. Village of Waterford is supplying sandbags to residents. Sand bags can be picked up at the Waterford Public Works building at 801 Ala Avenue.

Milwaukee County: A Flood Warning continues for the Oak Creek. Officials continue to monitor Mill Pond at the Oak Creek. Water from pond is close to reaching nearby road. The City of Oak Creek also has several road closures with barricades at 9600 South 15th Avenue, 1200 West Weatherly, 3900 East Puetz and Nicholson Street at County Line Road. West Allis has several roads closed due to flooding including National Avenue at Root River Parkway, Root River Parkway between Cleveland and Morgan Avenues, Cleveland Avenue between 112th and 117th Streets and Morgan Avenue between 116th and 119th streets. In Franklin, West Oakwood Road between South 68th Street and South 76th Street due to Root River flooding over the road. Officials with Milwaukee Metropolitan Sewerage District is releasing untreated waste water along with the excess rainwater into Lake Michigan. Authorities are asking residents to limit water use.

Walworth County: Classes at West Side Elementary School in Elkhorn were canceled due to water inside the school. Classes will resume on Friday.

Other Agencies/Coordination

Red Cross West Region: No one stayed at the Fort Atkinson shelter overnight. Shelters are on standby in Janesville and Portage if needed.

DOT-State Patrol: Rock River is approximately 27 inches below the bottom of the westbound bridge. Periodic checks will continue. Kenosha County is reporting standing water in lane one (left lane) of northbound I-94 in two locations - South of Hwy 50 and North of 142. No lane closures are required.

State of Wisconsin Tornado Drill - Postponed to Friday, April 19th


The State of Wisconsin Tornado Drill scheduled for Thursday, April 18 has been POSTPONED due to the threat of severe weather and possible tornadoes in Southeast WI tomorrow. The tornado drill has been rescheduled for Friday, April 19 with a statewide tornado watch issued at 1:00 p.m. and a statewide tornado warning issued at 1:45 p.m.

For communities along the Minnesota border - the Minnesota drill will proceed tomorrow as scheduled.

Anti-Bullying Presentation - Chris McBrien

Below is a recent press release from Milton Police Lieutenant John Conger about an upcoming anti-bullying presentation.



The Milton Youth Coalition in a partnership with the School District of Milton, the Milton Police Department and the Milton Middle School’s Parents Group is proud to announce that one of the Midwest’s premiere speakers on the topic of bullying will be in Milton on April 17th. Chris McBrien will be presenting to the High School and Middle School student bodies during the day. Then, that evening at 6:00pm he will be performing at the Jon C. Platts Performing Arts Center at the Milton High School in a production that will be free and open to the public. 

Mr. McBrien has been performing since the age of 7, and speaking on bullying for over ten years. As a former victim of bullying, briefly as a bully, and as a constant speaker on the subject, Chris knows all too well the trials and tribulations that modern children and students go through. He speaks about this topic over 300 times a year to students (K-12) in five states, and is considered by many clients to be the top speaker on bullying in the Midwest. He's well read on the most currently and highly regarded anti-bullying program, Olweus. He's also very familiar with the work on the subject by Dr. Barbara Coloroso, a leading bullying expert. As a former fine arts and theater teacher, a seasoned educational speaker and a well trained entertainer, Chris balances his very serious subject matter with a healthy dose of comedy. "If you want them to listen, you have to give them a break once in a while with comedy. There's no other way", says Chris about delivering his important message. Chris is a trained actor, teacher, ventriloquist, writer and speaker, with an entire lifetime of training and experience in both the US and UK. He performs over 500 programs yearly on various educational topics, with anti-bullying being his number one requested program. 

We encourage members of the community to attend the evening event, particularly the parents of children in the district, as that presentation will be geared somewhat towards adults, and will be very educational.

Annual Book Sale at the Milton Public Library


The Friends of the Milton Public Library will hold their annual used book sale from Friday, April 19 through Sunday, April 21. A Friends-only sale begins Friday, April 19. Accurate Appraisal Sent Out 358 Certified Letters to Schedule Property Walk Throughs

Accurate Appraisal, the city's contracted assessment company, sent out 358 certified letters to property owners that did not respond to the first attempt to schedule a walk-through of their property.  Accurate Appraisal is asking for a response by April 26, 2013.  If you are one of the property owners that received a letter, please remember that you can refuse a walk through; however, if you are unhappy with your assessment and you refuse a walk through, you are not allowed to appear before the Board of Review in June.

Below is the text from the letter: 


Dear City of Milton Property Owner:

Accurate Appraisal, LLC is currently updating 1/4 of the property record cards for the City of Milton. Although ¼ of the properties have been chosen for an interior walk through, the entire municipality will be revalued.  Your property at «PROPERTY_ADDRESS», has been chosen this year to be updated.  The purpose of the walk through is to obtain a proper listing of the rooms and to gather other essential data to make a fair and equitable assessment of your property.  Without proper interior data, we must make certain presumptions and estimates that may not be correct.  In such situations, Accurate Appraisal, LLC cannot be held responsible for errors that may jeopardize an accurate property assessment.  Also, you could lose the right to appeal the assessment to the Board of Review should it be in error.  Wisconsin Statute 70.47, paragraph 7(aa): 

“No person shall be allowed to appear before the Board of Review if they have refused a reasonable written request by the assessor to view the property.” 

Online appointment scheduling is available.   Please log on to www.accurateassessor.com and click on the online scheduling link.  Next, choose the walk thru assessment link.  Please follow the directions, as the entire process should take around five minutes.  You will be prompted to enter a password for your municipality.  Your password is CM10.  If you do not have Internet access, please call Accurate Appraisal, LLC at 1-800-770-3927 to arrange an appointment for one of our assessors to complete the interior walk through which takes approximately 10 minutes.  Please have your name, address, telephone number and parcel number available when you schedule.  If you are the owner of a property that tenants occupy, please contact them regarding the walk through appointment.

If you are no longer the owner of the property or we have gone through your property and you received this letter in error, please call us or email us at info@accurateassessor.com and we will update our records.

Emergency Management Training Exercise in Milton on April 18, 2013

The City of Milton, in partnership with the School District of Milton, Rock County Sheriff’s Office, and Rock County Communications Center, will be conducting a training exercise on Thursday, April 18, 2013 at 10:00 a.m. at Milton High School, located at 114 W. High Street in the City of Milton.

The emergency management training exercise is designed to train and evaluate our community’s capacity to respond to a critical incident at the high school.  The simulation for the training exercise involves school district staff, public safety units at the City and County level, and the City’s Public Works Department as they train their response plan to a simulated critical threat in the parking lot of the high school. 

The training exercise will create the presence of a large number of public safety vehicles in the 100 block of W. High Street and around the perimeter of the high school.  As part of the exercise, as well as to ensure the safety of students, staff, and others participating in the exercise, the public access roads in and around the school will be barricaded and remained closed from approximately 10:00 a.m. until 11:00 a.m. on April 18, 2013.  We ask that individuals who normally drive or walk in that area at that time find an alternate route for that day so that we can complete the necessary training. 

All units of government involved in the exercise at the City, County, and School District have been working diligently to update and train on critical response plans as a part of our on-going commitment to the safety of students and staff within our City’s schools.

Parks & Recreation Survey Available


The Parks & Recreation Commission is working on updating the Comprehensive Outdoor Recreation Plan, which will allow the City to apply for grants for projects through the Department of Natural Resources and other state agencies. In order to gather public input about the parks in the community, the commission developed a survey for residents to complete. The survey is available on the City’s website (www.milton-wi.gov/ParksSurvey).
