Update on Road Construction on Janesville Street and High Street - October 31st

Below is an update on the road construction taking place on Janesville Street and High Street.

Please see below for a summary of upcoming construction activities that will be occurring on Janesville Street / Milton Road / BUS. 26 - (E. Madison Ave and CTH N) and High Street / Old STH 59 - (Janesville St. - STH 59) in Rock County. The summary of activities is preliminary and may change based on weather and other site conditions.

The schedule for the week of November 3rd includes:
  • The Otter Creek bridge is closed as of 9/2/14, and will remain closed until the bridge work is completed. 
  • Pavement marking on bike path portion of the project. 
  • Shouldering near Otter Creek Bridge. 
  • Restoration, topsoil and seeding across the project.

Press Release - Be ReadyWisconsin When You Fall Back, Daylight Savings Time Ends Sunday, Nov. 2


Daylight Saving Time ends this Sunday as we “fall back” and set clocks back one hour.

This is also a great time to check the things that keep us safe and ready for emergencies. ReadyWisconsin urges you to check these items.

Smoke Detectors - Check and replace batteries if needed and make sure the devices around your house are working properly. The U.S. Consumer Products Safety Commission estimates that about 16 million homes in the country have smoke alarms that do not work, due, in most cases, to dead or missing batteries. Nearly 2,700 people die and more than 15,000 are injured each year because of fires that started in their homes.

Carbon Monoxide Detectors - Carbon monoxide is the leading cause of accidental poisoning deaths in the United States, according to the Centers for Disease Control. More than 20,000 people visit the emergency room and nearly 500 are killed each year from carbon monoxide poisoning. To protect your family from carbon monoxide, follow these simple safety tips:

Make sure you have working CO detectors. All homes and duplexes in Wisconsin are required to have CO detectors on every level including the basement, but not the attic or storage areas.

Have your furnace or wood-burning stove inspected annually to make sure it is structurally and functionally sound and vents properly to the outside of your home.

Never run a gasoline or propane heater or a grill (gas or charcoal) inside your home or an unventilated garage. Any heating system that burns fuel will produce carbon monoxide. Use a battery-powered detector where you have fuel burning devices but no electric outlets, such as in tents, cabins, RVs, and boats with enclosed cabins.

Never run a car in an enclosed space. If a vehicle is running, you must have a door open to the outside.

Generators should be run a safe distance from the home. Never run a generator in the home or garage, or right next to windows or doors.

Breathing carbon monoxide displaces the oxygen in the blood and can cause death within minutes at high levels. Symptoms of overexposure to carbon monoxide are often mistaken for the flu and include headaches, fatigue, dizziness, shortness of breath/chest pain, nausea/vomiting, and confusion. If you experience any of these symptoms, or your carbon monoxide detector sounds an alarm, head outside immediately for fresh air and call 911.

Emergency Kits - Everyone should have a basic emergency kit in their home with supplies such as food and water to last you and your family for at least three days. Other items like a battery powered or crank radio, flashlights, first aid kit should also be included. Daylight Saving Time is a perfect time to get a kit and if you already have a kit, check it to make sure food and other items are not near or past their expiration dates.

Press Release - Indecent Exposure Suspect Arrest

In September 2013, the City of Milton Police Department received two early morning complaints about a male subject exposing his genitals to two females at two separate locations within the City of Milton. At that time, no suspect information was developed.

On October 28, 2014, at approximately 8:15 a.m., Officer’s from the City of Milton Police Department initiated a traffic stop for the Rock County Sheriff’s Office on a vehicle that was believed to be involved in an incident that took place on Vickerman Road. Subsequent investigation led to a confession from Michael R Peterson, 30, of Janesville; that he was involved in the two prior indecent exposure incidents in September 2013 in the City of Milton.

Peterson was tentatively charged with two counts of Lewd and Lascivious Behavior, a Class A Misdemeanor. Peterson was taken to the Rock County Jail where he was processed and released with an upcoming court date.

  • Janesville Street/Milton Road is Closed To Through Traffic, Local Access Only. Please use alternate routes if at all possible. 
  • The Otter Creek bridge is closed as of 9/2/14, and will remain closed until the bridge work is completed. 
  • Continued work on the Otter Creek bridge deck replacement. 
  • Beam guard installation is scheduled for the STH 26 (old) project. 
  • John Paul Road (McCormick Dr. to STH 26) will be closed to through traffic starting October 20th,2014. 
  • Asphalt paving of intersections and driveways are scheduled to be done over the STH 59 Old project. 
  • Asphalt paving of High Street (Storrs Lake to STH 59) and John Paul Road (McCormick Dr. to STH 26) is scheduled. 
  • Please anticipate construction traffic and single lane closures/flagging operations on the High street portion of the project for asphalt paving construction. 
  • Shouldering, Pavement Marking, and sign installation is scheduled for the entire project.

Halloween Safety Tips from the Rock County Sheriff's Office

The Rock County Sheriff’s Office would like to remind citizens to have a safe and fun Halloween. Deputies will be actively patrolling the highways and neighborhoods throughout our community during the Halloween weekend.

Halloween is another opportunity for us to practice good-sense safety. Here are some safety tips to keep you and your ghost and goblins safe this Halloween: 
  • Wear a lightly colored costume so you can be seen in the dark. 
  • Avoid costumes that drag or can be tripped over. 
  • Be visible by carrying a flashlight and by placing strips of reflective tape on costumes. 
  • Stay on sidewalk and be respectful. If there are no sidewalks remember to walk on the left side of the road facing traffic. 
  • Wait until you get home to eat treats. Don’t eat anything that’s not wrapped. 
  • Trick or Treat in your neighborhood on well-lit streets. 
  • Trick or Treat with an adult or a group of friends. 
  • Accept treats at the door – NEVER go into a stranger’s home. 
  • When driving, slow down and be aware. 
  • If you do not plan on serving treats this year, remember to turn your porch light out and turn off any decorations to avoid confusion.

Referendum to Modify Title and Duties of City Administrator

NOTICE OF REFERENDUM
CITY OF MILTON
November 4, 2014

NOTICE IS HEREBY GIVEN that at an election to be held in the City of Milton, Rock County, Wisconsin on November 4, 2014, the following proposed amendment to the City of Milton Charter Ordinance will be submitted to a vote of the people:

Under a charter ordinance enacted in 1996 and amended in 2003, the title of the position of the Milton City Administrator is “city administrator / finance director."  In the interests of efficiency and a coordinated focus on the City’s fiscal management, the duties of the finance director, consistent with state statute and prior amendment of the charter ordinances, have been assigned to the office of the City Treasurer.

Currently, the charter ordinances do not reflect current practice in that there is no provision delegating the direction and coordinating of economic development activities and administration of city contracts to the office of the city administrator. The Milton Common Council proposes the referendum question to determine whether to revise the city administrator duties in the charter ordinance, which can be amended only following referendum. Passage or defeat of the referendum will not create or eliminate any employee positions.

The question will appear on the ballot as follows:

“Shall the City of Milton amend Charter Ordinance Article III Division 2 to change the title of city administrator / finance director to city administrator and amend Charter Ordinance Section 3-30 to include, as additional duties of the city administrator, “directs and/or coordinates economic development activities for the City of Milton,” and “reviews and ensures proper administration of all city contracts”?
Yes                                No

EXPLANATION

A “yes” vote will change the title of the city administrator in the charter ordinance from city administrator / finance director to city administrator and adds as additional duties of the city administrator, directing and coordinating economic development activities for the city and reviewing and ensuring proper administration of city contracts.

Tails n Trails Dog Park Clean Up – November 1, 2014

The Parks & Recreation Commission scheduled a Tails n Trails Dog Park Clean Up for Saturday, November 1, 2014 at 10:30 a.m. Any dog owners or general residents that use the park are encouraged to come and help the Parks & Recreation Commission. 

Those who participate are encouraged to bring gardening gloves, dog waste shovels/scoops, and plastic bags for waste. Water to drink will also be beneficial depending on the weather.

Halloween Trick-or-Treat Day - October 31st, 5:30 p.m. to 7:30 p.m.

Mayor Brett Frazier proclaimed October 31st as Halloween Trick-or-Treat Day in the City of Milton, and the celebration will be observed between the hours of 5:30 p.m. and 7:30 p.m.  Below is the text from the proclamation.  





WHEREAS, the City of Milton wishes a safe and festive Halloween celebration for its citizens and encourages participation in the gaiety of this holiday by both young and old; and

WHEREAS, miniature ghosts, goblins, witches and other mysterious creatures emerge each year on October 31st, and

WHEREAS, they ring doorbells of their neighborhood and friends to extort goodies, and

WHEREAS, the safety of these small creatures is assured by an accompanying adult, and is a source of amusement and good cheer for both the very young and the older people whom they visit and entertain; 

WHEREAS, I, Brett Frazier, Mayor of the City of Milton proclaim Friday, October 31st, 2014 Halloween in the City of Milton. 

THEREFORE, LET IT BE KNOWN, that Friday, October 31st, 2014 shall be known as Halloween Trick-or-Treat Day and the celebration will be observed between the hours of 5:30 p.m. to 7:30 p.m.

Press Release - MPD Seeking Public's Help in Locating Subject

The City of Milton Police Department is seeking the public’s help in locating a subject. On Saturday, October 4th, 2014, at approximately 1:08 am, a robbery by threat of force occurred at the Junction Pub located on Merchant Row in Milton, Wisconsin. The male in the photo, Michael L. Ranum, 28 years old, is wanted for questioning in regard to this offense. Ranum is described as a white male, 5’10”, 180 lbs., bald, brown eyes, with tattoos.

Ranum is also currently wanted for a parole violation for a robbery that occurred in 2007. He is known to frequent the Janesville and Milton areas. 

During the robbery at the Junction Pub, the subject demanded a bottle of liquor from the bartender and threatened harm to the bartender if he did not receive the alcohol. The subject, along with a female companion, had been involved in an altercation with other patrons moments before the robbery. The subject, along with the female, fled out the back door as police were called to the scene.

Individuals that come forward with information that leads to the arrest of this subject are eligible for a cash reward through Janesville Area Crimestoppers. Press Release - Junction Pub Robbery


On Saturday, October 4th (Friday night) at approximately 1:08 am, a robbery by threat of force occurred at the Junction Pub located on Merchant Row in the City of Milton, Wisconsin. The two subjects in the photos are wanted for questioning in this robbery. They were involved in an altercation moments before the robbery, and shortly after, the male in the photo demanded a bottle of liquor from the on duty bartender. The male subject threatened physical harm to the bartender if he did not comply. The bartender subsequently relinquished the alcohol and the male and female subjects exited the back door of the Junction Pub. 

The Milton Police Department is seeking the public’s help in identifying the male and female subjects so that they may be questioned concerning the robbery. The photos are somewhat poor in quality, however, there should be enough resolution for those that may know the subjects to identify them.

Individuals that come forward with information that leads to the arrest of those responsible for this crime are eligible for a cash reward through Janesville Area Crimestoppers.   • Janesville Street/Milton Road is Closed To Through Traffic, Local Access Only. Please use alternates routes if at all possible. 
  • The Otter Creek bridge is closed as of 9/2/14, and will remain closed until the bridge work is completed. 
  • Continued work on the Otter Creek bridge deck replacement. 
  • Concrete removals and concrete repair/replacement will occur on the Northbound lane of Janesville St./Milton Rd. from Klug Road to Hudson Street. Expect lane closures and significant construction traffic. 
  • Southbound lane pavement removal/replacement to occur on Janesville St. from E. Madison Ave. to Hudson Street. Expect single lane access and significant construction traffic. Delays can be expected as the removal and replacement occur. Please use alternate routes if at all possible
  • Pavement removal on Milton Rd. north of CTH N intersection is scheduled to begin. 
  • Milling of asphalt at intersections and driveways along Janesville Street/Milton Rd. is scheduled to begin. 
  • Please anticipate construction traffic on High street portion of the project for sawing and curb and gutter removal/replacement.
