Budget Kick-Off Meeting Scheduled for October 10th


On October 10, 2016 at 6:00 p.m., the City of Milton Common Council will be having their “Budget Kick-Off” meeting to talk about the “Preliminary” 2017 Budget Document.  To see what the Council will be discussing, please visit the City of Milton website.  You will find the 2017 Preliminary Budget Packet and 2017 Preliminary Budget Presentation.  Please note that these numbers are all preliminary at this point and are subject to change before the budget is officially adopted on November 29, 2016.

City of Milton Leaf Collection

The city collects leaves at the curb in the fall. In 2016, the dates are anticipated to be October 17 - November 13.  Leaf collection has been delayed due to an unexpected repair to the vacuum system.

The following rules apply for fall collection of leaves:

  • Rake the leaves into the curb area of the street at any time during the leaf collection period.  
  • Do NOT put grass clippings, brush, twigs, garden waste, or pumpkins in the curb area.  These materials clog the vacuum system used for leaf collection and delays the process.  
  • Collection will occur as weather permits.
Yard waste and garden materials can be taken to the yard waste collection at the Public Works Facility, 150 Northside Drive.

Brush collection will be taking place from October 17th - October 24th.

Early Voting in Rock County Cities begins after Sept. 26th and runs through Nov. 4th

As a result of the Seventh Circuit Court of Appeals recent court decision to deny a motion to stay Judge Peterson’s decision in the One Wisconsin Institute case, several election administration changes will be in effect for the November 8th election. One such change is how in-person absentee voting hours (sometimes referred to as early voting) may be conducted in municipalities across Wisconsin. Under this court decision, the time limits for in-person absentee voting, have been removed except for the Monday before the election.

In an attempt to create some uniformity among voters in Rock County, the Municipal Clerks in the five cities (Beloit, Edgerton, Evansville, Janesville, and Milton) have agreed to carry a consistent message for voters on when they may vote an in-person absentee ballot in the City Clerk’s office.

Beginning Monday, September 26, absentee ballots will be available for request by mail as well as in-person during regular office hours Monday-Friday. Regular hours may vary between jurisdictions, so check with your clerk for specific hours.  For the City of Milton, regular office hours are Monday - Thursday, 8 a.m. to 4:30 p.m., and Friday 8 a.m. to 4 p.m.

There will also be three extended hour opportunities for those who require evening or weekend hours:

  • Wednesday, October 26th until 7:30 p.m.
  • Saturday, October 29th, 9:00 a.m. until noon
  • Wednesday, November 2nd until 7:30 p.m.

All in-person absentee voting will end by 5:00 p.m. on Friday, November 4th – no voting will be available November 5th through Monday, November 7th.

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.

Crossridge Park Prairie Seed Collection Scheduled for October 15th

The City of Milton’s Parks & Recreation Commission will be hosting the Crossridge Park Annual Prairie Seed Collection on October 15, 2016 from 10 a.m. to Noon.  Participants can enter Crossridge Park from Parkview Drive or Brown Drive.

The Parks & Recreation Commission has been working for over a decade to develop the prairie at Crossridge Park.  The prairie seed collected will be utilized at Crossridge Park and in various locations throughout the City to reduce mowing costs.  The prairie grasses and flowers also create a beautiful, natural landscape with plants native to Wisconsin.  Those who participate can also take seed home for use on their own property.

Seed collection is typically done by hand, but some people find scissors/snips helpful.  Wear clothes that are appropriate for walking in tall grasses and dress for the weather.  Garden or leather gloves are helpful when collecting the seed.  Also consider bringing sunscreen and a bottle of water.

Press Release: Don’t Wait. Communicate. Make Your Emergency Plan Today.

(MADISON) – This summer, several areas of Wisconsin have been hit hard by severe storms, flash floods and tornadoes. That’s why Governor Scott Walker has declared September as Preparedness Month to encourage people across the state to take time now to prepare before disaster strikes.

“Developing a family emergency plan is important,” says Major General Don Dunbar, Adjutant General and Wisconsin’s Homeland Security Advisor. “Everyone should have a plan that includes information on where to go during an emergency and how to communicate with loved ones if separated in a crisis.”

An emergency plan should include:

  • Family meeting places to make sure everyone is safe. One designated location should be close to your home and the other in your neighborhood. 
  • A contact list in both paper copy and electronic with current contact information for those individuals you may need to reach during an emergency. Make sure you keep a paper copy in your wallet and in your emergency kit. 
  • The plan should contain alternative methods of communications in case phone service is not available. 

Consider text messaging during an emergency. Often times in a disaster, phone service may be overwhelmed and unavailable. Cell phone text messages may still get through because they take less band width to send and receive messages.

Also, calling long distance may be easier than making a local call. Ask a friend or family member to be your “out of town” contact. During an emergency, you can contac
t that person to let them know you are ok and that they can share that information with your family.

Sanitary Sewer Overflow – 1006 W. Madison Avenue

On August 18, 2016 a sanitary sewer overflow was reported at 1006 W. Madison Avenue, Milton, WI.  The Department of Public Works responded, and the overflow has been fixed.  This press release serves as official public notification of a sanitary sewer overflow as required by the Department of Natural Resources.

The contractor for the water main project on Madison Avenue, GMS Excavators, Inc., struck the force main from the City of Milton’s lift station using a boring tool.  Approximately 10 gallons of sewage was discharged before it was directed to a nearby sanitary sewer manhole by the contractor.  The break was reported at 4:20 p.m., and the repair work was completed by 4:45 p.m.

City of Milton Receives A1 Credit Rating

Once more there is good financial news for the City of Milton taxpayers. Moody’s Investors Service reaffirmed the City of Milton’s credit rating of A1 in a report issued August 17, 2016.  The rating was made as part of the City issuing $7.475 million in General Obligation Bonds.  A1 is four levels below the highest rating of AAA. An A1 rating is considered an upper medium investment grade. The higher the rating, the lower the City of Milton should pay in interest costs for borrowings.

The report listed several strengths for the City of Milton including:

  1. City’s management team is strong
  2. Adhering to long-term capital plans
  3. Favorably located within commuting distance to large regional economic centers
  4. Solid financial operations with strong reserves
  5. Conservative budgetary approach
As a result of current market conditions and excellent bond rating, the taxpayers of the City will save over $1 million in interest expenses because the main purpose of the bond sale was to refinance existing debt. $128,000 of the savings was directly related to an early refinancing on bank loans issued by First Community Bank and Bank of Milton in which they allowed the City to refinance earlier than they legally had to.

The interest savings breaks out into the following:

  • General tax levy = $475,000
  • TID #6 = $387,000
  • Water Utility = $55,000
  • Sewer Utility = $86,000
  • Library donations = $13,000

Press Release - Sanitary Sewer Overflow

On August 3, 2016 a sanitary sewer overflow was reported at 301 Elm Street, Milton, WI.  The Department of Public Works responded, and the overflow has been fixed.  This press release serves as official public notification of a sanitary sewer overflow as required by the Department of Natural Resources.

The property owner of 301 Elm Street called Diggers Hotline for a locate; however, the locate was for the area north of the home and the property owner excavated south of the home.  The property owner struck a City of Milton sewer main at approximately 7 p.m. on August 2, 2016, and was unaware of the damage that was caused.

The Director of Public Works and the Public Works Foreman drove past the property on August 3, 2016 at 10:15 a.m. and saw the excavator parked near the City of Milton sewer line.  Upon further investigation, they observed sewage flowing out of the ground.  The flow went into a nearby wooded drainage area where it was absorbed into the soil.  This drainage area is owned by the property owner.  The Department of Public Works Sewer Division responded at 10:35 a.m. on August 3, 2016 and plugged the line by 11 a.m.

The sewer overflow repair to the break was completed at 11 a.m. on August 3, 2016.  The damaged sewer main section was cut out and replaced with a piece of plastic sanitary sewer pipe.    The restoration and repair of the site was complete by 1:30 p.m. on August 3, 2016.  The Department of Public Works jetted and vacuumed the sewer line to remove any remaining debris left in the sewer main.

Press Release: 4th of July Holiday - Play It Safe


The 4th of July is a great time to celebrate our nation’s birthday with family and friends. It’s also a good time to remember some safety tips during this holiday weekend.

“We all enjoy celebrating the birth of our nation with family and friend,” says Major General Don Dunbar, Adjutant General and Wisconsin’s Homeland Security Advisor. “Cookouts and fireworks are part of the fun for many Americans. However, make sure you’re thinking about safety first when you’re enjoying the day.

According to the U.S. Consumer Product Safety Commission, more than 200 people go to the emergency room every day with fireworks-related injuries in the weeks surrounding the July 4th holiday. Officials say many of the fireworks accidents could have been prevented:

  • Most injuries were burns to hands, fingers, head, legs and arms.
  • One-third of the injuries were to children under the age of 15 years old.
  • 74% of injured were male.
  • Sparklers are the number one cause of burns around the July 4th holiday. 

Fire and safety officials recommend the following safety tips when lighting fireworks:

  • Never allow children to play with or ignite fireworks. Adults igniting the fireworks should always wear eye protection and never have any part of the body over the firework.
  • Only buy legal fireworks from reliable sellers.
  • Be sure other people are out of range before lighting fireworks. 
  • Always have water ready in case of a fire (a garden hose or a bucket).
  • Light fireworks on a smooth, flat surface away from buildings, dry leaves and flammable materials.
  • Light fireworks one at a time, then move back quickly.
  • Never throw or point fireworks at other people or animals.
  • Keep your pets indoors to reduce the risk that they will run loose and get injured. Many animals have very sensitive ears and can be stressed or frightened by fireworks.

Also remember to play it safe over the holiday:

  • Drink plenty of water and limit your alcohol and caffeine intake. 
  • Never leave people or pets inside a parked car. Even with the windows cracked open, temperatures inside a vehicle can reach over 100 degrees in minutes.
  • Have an emergency kit in your vehicle. It should include a first-aid kit, bottled water and some energy bars. A car adaptor for your cell phone is also a good idea in case you need to call for help.
  • Learn about the latest traffic and road conditions by contacting 511 Wisconsin.  This information, along with live traffic cameras and traffic alerts, can be accessed on the 511 Wisconsin system, which includes a free mobile app, @511WI on Twitter, or at www.511wi.gov
  • When attending various parades, fireworks displays and other gatherings, if you see something suspicious, remember to contact law enforcement. If you “See Something, Say Something”.

Press Release - Voter Registration Drive, June 28th

The Rock County Clerk’s Office and 19 of the 29 municipal clerks that serve Rock County will be participating in the Voter Registration Drive on Tuesday, June 28th.  Your municipal clerks know that the 2016 Elections are forecasted to have record high voter turnout and want to do everything possible to make the Elections run as smoothly as possible for everyone. That is why clerks across the state are hosting Voter Registration Drives on Tuesday, June 28th. The greatest thing a new voter (or someone that needs to update their current registration) can do to help make Election Day a positive experience, is to register during the Open Registration Period, if able to do so.

What are the requirements to register or update a registration?

  • 18 years old on or before the NEXT election. The next state-wide election is August 9, 2016, so anyone who is now 17 and has a birthday on or before August 9, 2016, can register now if they meet the rest of the requirements.
  • You must be a U.S. Citizen, not currently serving a felony conviction (either jail time or probation), nor been declared incompetent or ineligible to vote by a judge.
  • You must have resided in your home for at least 28 days prior to Election Day in order to establish a new voting location.
  • You must supply your WI Driver’s License or WI State Id Number if ever issued.
  • You must show Proof of Residency. The document must list your full name, your current address, and was issued recent enough to meet date requirements.  The most common item used is a utility bill less than 90 days old.  Paycheck, pay stub, bank statement (not a credit card), or your WI driver’s license with your current address can be used.

Voters can check their voter registration at MyVote.wi.gov.

Regardless if your municipality is participating in a Voter Registration Drive on June 28, 2016 by extending their hours or adding staff, ALL voters can register or update a registration any time during their clerk’s regular office hours, except for the day before an election.  Please check with your municipal clerk to learn more about how and when you can register or update your registration.

Your Rock County Clerk’s Office can also take voter registrations for any Rock County residents during the Open Registration Period.

For the Partisan Primary on August 9, 2016, the Open Registration Period ends on July 20, 2016.
For the General Election on November 8, 2016, the Open Registration Period is August 10, 2016 through October 19, 2016.

Wisconsin Heat Awareness Day - June 9, 2016

(MADISON) – Heat can kill. Hundreds of people die from extreme heat events each year in the United States. That’s why Governor Scott Walker has declared Thursday, June 9th as Heat Awareness Day. Wisconsin Emergency Management, the Wisconsin Department of Health Services and the National Weather Service are reminding people of the dangers associated with extreme heat and to promote community safety and health.

“Heat related deaths and illness are preventable,” says Major General Don Dunbar, Adjutant General and Wisconsin’s Homeland Security Advisor. “People need to be aware of who is at greatest risk and what can be done to prevent the loss of life.”

Remember these tips:

  • Stay Cool: Stay in air-conditioned buildings as much as possible and avoid direct sunlight 
  • Stay Hydrated: Drink plenty of water and don’t wait until you’re thirsty to drink
  • Stay Informed: Watch your local weather forecasts so you can plan activities safely when it’s hot outside. Watch for any extreme heat alerts. 

People at higher risk of a heat-related illness include:

  • Infants and young children
  • People 65 years of age and older
  • People who are overweight
  • People with chronic medical conditions

Where you are most at risk:

  • Homes with little or no air conditioning
  • Cars

Many victims of heat-related deaths are socially isolated, maintaining little contact with family and friends. This is why it is important to check in on family, friends, and neighbors during extreme heat. Those most vulnerable include very young children, the elderly, and people with heart disease or high blood pressure. Individuals who are on certain medications may also be more susceptible to illnesses during extreme heat events.

Many cities and counties across Wisconsin open cooling centers during periods of extreme heat. These centers are a great place for people to come into an air conditioned facility and get some relief from the heat. Gilbert Myers Named 2016 4th of July Parade Marshal

Dr. Gilbert “Gil” Myers has been named the 2016 Parade Marshal for the 4th of July Parade that will take place on July 4, 2016 at 1 p.m.

Gil moved to Milton in 1949 with his wife, Georgianna, from northeastern Ohio.  He ran a veterinary practice on Madison Avenue with his colleague Dr. Hal Deal until building the Rock Veterinary Clinic in the late 1960s.  Gil served on the Milton Junction Village Board and the Police and Fire Commission prior to Milton and Milton Junction merging on April 1, 1967.  He was a member of the Milton Kiwanis and the American Legion, was active in his local church serving on several committees, and was a volunteer for Meals on Wheels.  Gil currently volunteers at The Gathering Place.  Gil is a World War II veteran having served in the European Theater during the war under General George Patton’s Third Army.

Parade Theme and Registration
Registration forms to participate in the parade are available at Milton City Hall, 710 S. Janesville Street, and on the City of Milton website (www.milton-wi.gov/ParadeRegistration).  The 2016 parade theme is “Moments in Time.”  First, Second, and Third Place awards will be presented to parade participants for “Best Use of Theme.”

In an effort to assist with planning for the event, participants are asked to submit completed applications to City Hall by noon on June 24, 2016.  In the interest of animal safety and to comply with requirements from the Wisconsin Department of Agriculture, Trade and Consumer Protection, parade entries with horses will be required to show documentation of the current Coggins test during parade line up on July 4th in order to participate in the parade. All motorized vehicles must be driven by a licensed driver.

City of Milton Recognized as 2016 Playful City USA Community

The City of Milton is being honored with a 2016 Playful City USA designation for the fourth time. Celebrating its 10th anniversary, the national recognition program honors cities and towns across the country for making their cities more playable. The City of Milton is working to improve playability in Milton by improving existing park spaces.  By working to adopt a Comprehensive Parks and Open Space Plan, Milton continues to look for ways to expand and diversify opportunities for play in Milton.

“We believe in offering our families many opportunities to provide free flowing play.  We strive to make our parks fun, convenient, and educational.  We know that communities that play together, stay together!”  Mayor Anissa Welch.

Communities across the country are creating innovative ways to bring back play and attract residents through family friendly activities. Interactive sidewalk art, designated play spaces on trails and the transformation of schoolyards into active play areas are just a few examples of how cities are becoming more playful.

The City of Milton will be holding its annual Community Recognition gathering on Thursday, May 26th at 5:00pm in North Goodrich Park.  This event will serve to recognize citizens and city employees that have demonstrated extraordinary commitment to the Milton community through their actions in 2015. The event is also a chance to recognize the many volunteers the City has serving on the various committees and commissions.

Fire Hydrant Flushing Notice

Beginning the week of May 16, 2016, Milton Water Utility will flush all fire hydrants in the City of Milton to make sure they are in good working order and to help flush sediment out of the distribution system.

If you notice flushing in your area, you may see discoloration in your faucet water. Let it run for a few minutes, preferably from your outside hose connection, and it will clear up. The water is safe to drink.  You may not want to do laundry on the day hydrants are flushed in your area.

Library Closed May 12 & 13, 2016

The Milton Public Library will be closed on Thursday, May 12 and Friday, May 13, to allow construction crews to work on the lower level of the building. The project, which includes plumbing and remediation, will take two days to complete. The library will re-open (in its temporary location) on Saturday, May 14 with regular hours.

Construction work is currently on schedule, as demolition continues on the first and second floors of the building. Demolition will be complete by the end of May.

Excavation and footings for the new entrance will start next week, with the new foundation added around mid-May.

The library will also be closing a day or two in the summer and again in the fall to complete additional work in the lower level. The public will be notified ahead of time.

Any questions regarding the library construction or services can be directed to library staff at 608-868-7462.

The library is located at 430 East High Street with entrance at the back of the building on Davis Street. Hours are Monday - Wednesday 10:00 a.m. to 8:00 p.m., Thursday and Friday 10:00 a.m. to 5:00 p.m., Saturday 10:00 am to 4:00 p.m., and Sunday 1:00 p.m. to 4:00 p.m.

Rock County Clean Sweep 2016

Clean Sweep provides free or low cost disposal of hazardous chemicals to all urban and rural residents of Rock County.  There is a program for businesses too (see below; businesses must use the business program).  Drop-off events are held every year in communities around the county.

For 2016, drop-off sites will be:

  • Friday, June 17, Noon - 2 p.m., City of Edgerton Public Works Garage, 315 W. High Street
  • Saturday, June 18, 9 a.m. - Noon, City of Beloit Public Works Garage, 2351 Springbrook Court
  • Saturday, August 20, 9 a.m. - Noon, Rock County Public Works, 3715 Newville Road, Janesville
Businesses, schools, and agencies that produce less than 220 lbs/month or stores less than 2,205 lbs of hazardous waste per year can contract to use Clean Sweep drop-off sites and pay only disposal charges.  

Detailed program information including what items are accepted, which are not, and what to recycle is enclosed and on the Rock County website.  

Clean Sweep is funded by a grant from the Wisconsin Department of Ag, Trade, and Consumer Protection and with donations from many area cities and towns and the county.

I-39/90 and Wis 59 Interchange (Exit 163) Update

Good afternoon,

We want to keep you informed of upcoming ramp changes at the I-39/90 and WIS 59 interchange (Exit 163), near Edgerton and Newville.

What you need to know:

  • Starting this Saturday (May 7), I-39/90 southbound traffic traveling to WIS 59 (Exit 163) must exit BEFORE the WIS 59 bridge on the new ramp.
  • The WIS 59 ramp to I-39/90 southbound is anticipated to be CLOSED starting Thursday, May 12 until Thursday, May 26 as crews build the new southbound on ramp. 
    • Signed detour route: Northbound Interstate to the WIS 73/US 51 interchange (Exit 160) to travel south.
  • Access to area businesses and neighborhoods will be maintained. Please continue to patronize businesses in the project area.
  • These operations are weather dependent and subject to change.
  • Please continue to slow down, be alert for crews working in this area, and drive with caution through all work zones.

Memorial Day Event Planned at Milton Area Veterans Memorial

The Parks & Recreation Commission is planning a ceremony for Memorial Day, May 30, 2016 to unveil the POW / MIA monument.  The ceremony will begin at 8:30 a.m. and will be followed by a Silent March to Milton Junction Cemetery at approximately 8:50 a.m.

The Parks & Recreation Commission is still selling bricks for the Milton Area Veterans Memorial.  Another placement will take place prior to the official dedication of the POW / MIA monument and the Cost of Freedom expansion on July 3, 2016.

The prices for the memorial bricks are as follows:

  • 8x8 Brick - $85
  • 16x8 Brick - $135
  • 16x16 Brick - $235

Registration Forms for 2016 4th of July Parade Available Now and Parade Marshal Nominations Open

Registration forms to participate in the 2016 4th of July Parade are now available at Milton City Hall, 710 S. Janesville Street, and on the City of Milton website (www.milton-wi.gov/ParadeRegistration).  The 4th of July Parade will take place on Monday, July 4, 2016 at 1 p.m.

The 2016 parade theme is “Moments in Time.”  First, Second, and Third Place awards will be presented to parade participants for “Best Use of Theme.”

In an effort to assist with planning for the event, participants are asked to submit completed applications to City Hall by noon on June 24, 2016.  In the interest of animal safety and to comply with requirements from the Wisconsin Department of Agriculture, Trade and Consumer Protection, parade entries with horses will be required to show documentation of the current Coggins test during parade line up on July 4th in order to participate in the parade. All motorized vehicles must be driven by a licensed driver.  

The City of Milton is also accepting nominations for Parade Marshal through May 13, 2016 at noon.  Nominations can be submitted through the City’s website (www.milton-wi.gov/ParadeMarshalNomination) or directly to Assistant to the City Administrator Inga Cushman at City Hall, 710 S. City of Milton Community Garden

The City of Milton Community Garden has 20 feet by 25 feet (500 square feet) plots available for residents to use after obtaining a $10 permit from the Department of Public Works. The Community Garden is located in the rear or west end of the Milton Cemetery off Janesville Street. The garden opens on May 1st of every year.

The Community Garden Rules, Regulations, and Permit Application are available on the City’s website (www.milton-wi.gov/DocumentCenter/View/77), at City Hall (710 S. Janesville Street), and the Public Works Facility (150 Northside Drive).

Reminder: Two Statewide Tornado Drills Thursday
Drills part of Wisconsin's Tornado & Severe Weather Awareness Week

(MADISON) – Wisconsin Emergency Management reminds you that two statewide tornado drills are scheduled for this Thursday, April 14, 2016. The drills are part of the annual spring severe weather campaign to encourage people in Wisconsin to get ready for possible tornadoes and severe weather.

For the first time, a mock tornado warning will be issued at 6:55 p.m. to give families and businesses a chance to test their emergency severe weather plans. Earlier in the day, a mock tornado watch will be issued at 1:00 p.m. and a mock tornado warning will be issued at 1:45 p.m. Many radio and TV stations across the state will issue the test tornado warnings. In addition, mock alerts will be issued on NOAA Weather Radios and many communities will sound their tornado sirens.

Any changes to the scheduled drills will be issued to local media as well as posted on the ReadyWisconsin website at http://readywisconsin.wi.gov. Press Release - Robbery at Milton Travel Center

On Sunday, March 27, 2016, a robbery occurred at the Milton Travel Center Mobil convenience store.

At approximately 7 a.m., the Milton Police Department and Fire Department were dispatched to the Milton Travel Center on Arthur Drive for an injured male. A customer found the Mobil convenience store clerk bleeding from the head in the bathroom. When emergency personnel arrived, they found the store clerk with a laceration to his head. The clerk was conscious, but confused and disoriented from the injury. He stated that he could not remember what had occurred or how he was injured. He was transported by ambulance to the hospital where he was treated and held overnight for observation.

A review of the security camera footage revealed the following:

At approximately 6:05 a.m., an unknown male suspect pulls up to the gas pumps and begins fueling his vehicle. At 6:12 a.m., the suspect finishes fueling, enters the Mobil convenience store and walks out of camera view toward the bathroom area. The bathroom area of the store is not covered by security cameras. At 6:17 a.m., the clerk, who was behind the counter, also walks toward the bathroom area. At 6:18 a.m., the suspect walks back into camera range and goes behind the sales counter. The suspect begins filling a plastic grocery bag with various brands of cigarettes. The suspect also attempts to open the cash register, but is not able to gain entry. The suspect leaves the counter area and walks toward the refrigerated coolers. At 6:20 a.m., the male leaves the store, enters his vehicle and leaves the parking lot.

As the employee was off camera when injured, the precise mechanism of injury remains under investigation.

The male suspect is described as a white male wearing a dark colored hooded sweatshirt, blue jeans and light colored shoes. The vehicle he was driving is an early 2000s maroon Pontiac Grand Prix with no front license plate.

Library Closed March 25 - April 3

Following the Common Council’s unanimous vote last week to accept Gilbank Construction’s bid for the library’s renovation, work is scheduled to begin mid-April on the first and second floor.

To maximize efficiency and lower project costs, construction will be done on both floors at the same time. To accomplish this, the library will move out of the first floor to its temporary location in the building’s lower level.

The library will be closed from Friday, March 25 through Sunday, April 3 to facilitate the short timeline to vacate the first floor, and the library will reopen on Monday, April 4. The UW-Shakespeare program will still be held on April 2 at 1:00 at the School District offices at 448 E High Street.

The temporary library will open on April 4 with regular library hours. Parking will be available in the Davis Street parking lot behind the building. Limited space will be available in the library’s High Street lot. Patrons will use the back door from the Davis Street lot to enter.

The temporary library will offer many of the current services, including public computers, a selection of the most popular titles of books and DVDs, proctoring, and computer classes. The library will continue to hold childrens, teens, and adult programs at a near-by location.

The expanded two-story library will be completed by the end of the year and will include features for the entire community. A children’s museum-quality exploration center, a makerspace for all ages to create and explore science, math, arts, and technology concepts, a hi-tech conference room for local organizations and businesses, and much more.

Dog and Cat Licenses Due April 1st

Residents of the City of Milton are reminded that dog and cat licenses are due on or before April 1, 2016.  The fee for spayed or neutered dogs and cats is $8.00 and the fee for non-spayed or non-neutered dogs and cats is $15.00

Dog and cat owners must present a current rabies certificate when they purchase the licenses. Licenses purchased after April 1, 2016 will be assessed a $10.00 late fee per animal.

City Hall is open 8 a.m. to 4:30 p.m. Monday - Thursday and 8 a.m. to 4 p.m. on Fridays. Residents can also mail a copy of the rabies vaccination information and the required fee to City Hall, 710 S. Janesville Street, and staff will mail a receipt and the license.  The rabies vaccination information and the fee can also be placed in the payment drop box located outside of City Hall.

Wisconsin’s Tornado & Severe Weather Awareness Week - April 11-15, 2016


(MADISON) –   To give families a chance to test their emergency plans, a statewide tornado drill will be held during the evening of April 14, 2016. The drill is part of the annual spring severe weather campaign to encourage people in Wisconsin to get ready for possible tornadoes and severe weather.

Governor Walker has declared April 11-15, 2016 as Wisconsin’s Tornado & Severe Weather Awareness Week. Wisconsin Emergency Management, the National Weather Service (NWS) and the Wisconsin Broadcasters Association (WBA) have once again teamed up to sponsor the statewide tornado drill scheduled for Thursday, April 14.  

For the first time, a mock tornado warning will be issued at 6:55 p.m. on Thursday, April 14 to give families and businesses a chance to test their emergency severe weather plans. Earlier in the day, a mock tornado watch will be issued at 1:00 p.m. and a mock tornado warning will be issued at 1:45 p.m. Many radio and TV stations across the state will issue the test tornado warnings. In addition, mock alerts will be issued on NOAA Weather Radios and many communities will sound their tornado sirens.

According to the NWS, Wisconsin averages 23 tornadoes annually. Last year, there were 17 tornado touchdowns in the state. All of the tornadoes were either an EF0 or EF1. On August 19, 2015, two tornadoes touched down near Lake Geneva and Big Bend causing damage to area business. No one was injured.

The statewide tornado drill is a great opportunity for schools, businesses and families to test their emergency plans about what to do and where to go when severe weather strikes. The tornado drill will take place even if the sky is cloudy, dark and or rainy. If actual severe storms are expected in the state on Thursday, April 14, the tornado drills will be postponed until Friday, April 15 with the same times. If severe storms are possible Friday the drills will be cancelled.

The 2015 - 2050 Janesville Area Long Range Transportation Plan evaluates existing transportation conditions in the Janesville area and recommends improvements for all transportation modes. The Plan establishes goals and objectives, identifies issues and needs, and recommends projects and programs to improve transportation in the Janesville/Milton area. Comments from the public will be integrated into the final plan, which is expected to be adopted in May, 2016.

Reconstruction to Start on the I-39/90 and WIS 59 Interchange

Starting this week, construction crews will reconstruct the Interstate 39/90 and WIS 59 interchange (Exit 163), as well as I-39/90 and the Rock River bridges, near Edgerton and Newville in Rock County. The interchange will be reconfigured into a diamond interchange with three roundabouts to improve safety, efficiency and reduce overall congestion in the area.

In early March, crews will begin construction of the new piers for the Interstate bridges over the Rock River. Boater safety signs will be placed at active boat launches along Lake Koshkonong and the Rock River. Boaters are asked to be alert for construction crews and work taking place in the river.

What you need to know:
  • Electronic weekly construction updates for these projects will start within the next few weeks, and continue through the 2016 construction season. 
  • I-39/90 will remain open to two lanes in each direction with periodic nighttime single lane closures (8 p.m. to 5 a.m.) and ramp closures at the interchange throughout the project.
  • The new WIS 59 bridge over I-39/90 will be constructed south of the existing structure to maintain access to area businesses and neighborhoods. 
    • The public should continue to patronize area businesses in the project area.
  • Occasional delays will occur as construction takes place, and we ask for your patience when traveling through the work zone.
  • All lane restrictions and work operations are weather dependent and subject to change.
  • Remember to be alert and slow down in all work zones.

The WIS 59 interchange project is expected to be completed in November 2016. The Interstate widening and Rock River bridge replacement project is scheduled to be completed in early fall 2018.

Leap Year Snowstorm to Hit Wisconsin


(MADISON) –  A winter storm is expected to hit most of southern Wisconsin tonight into Tuesday morning that could impact travel west to east along the I-94 corridor to the state line.

The National Weather Service has issued a Winter Storm Warning for several Wisconsin counties. Forecasters expect 4 to 6 inches of snow with strong northeast winds and gusts up to 30 mph. Travel could be difficult starting tonight with the strong winds creating limited visibility and challenging road conditions through the Tuesday morning commute.

ReadyWisconsin offers these suggestions to keep safe during this storm:

  • If you plan to travel allow plenty of extra time for your trip. Also keep at least a half tank of gas in your vehicle and inform friends and family of your travel plans and approximate arrival time. 
  • Check the roads before you travel. The Wisconsin Department of Transportation advises travelers check road conditions before leaving home by calling 5-1-1 or visiting www.511wi.gov.
  • Have an emergency winter weather survival kit in your vehicle. Your kit should include water, snack food such as energy bars or raisins, blankets, first aid kit and booster cables. Wisconsin Coach Lines / Coach USA Launches New Daily Milwaukee-Milton-Janesville Transit Route

(WAUKESHA, WI) – Wisconsin Coach Lines/COACH USA Milwaukee, in partnership with the Wisconsin Department of Transportation (WisDOT), is excited to announce the launch of daily motorcoach bus service from Milwaukee, WI to Janesville, WI.  This new route will allow commuters easy connections to and from Mitchell International Airport, as well as the Downtown Milwaukee Intermodal Facility and in Janesville, where they can connect to train service, bus service, and airlines.  A full list of connecting services by stop location can be found at www.wisconsincoach.com.

The Milwaukee-Janesville loop is as follows:
  • Milwaukee Intermodal Facility – 433 W. St. Paul Avenue, Milwaukee
  • Mitchell International Airport – Milwaukee
  • Muskego/Piggly Wiggly – W189 S7847 Racine Avenue
  • East Troy Airport Park & Ride – Hwy 20 @ Hwy. L
  • Whitewater Depot Lot A – 313 W. Whitewater Street
  • Milton/Piggly Wiggly – 727 S. Janesville St.
  • Janesville Van Galder Depot – 3120 N. Pontiac Drive
  • Janesville Transit Center – 123 S. River Street
The route will service each of the above locations and will consist of one trip south-bound in the morning, and one trip northbound in the afternoon, on a deluxe Wisconsin Coach Lines/Coach USA motorcoach bus.  Fares will range from as low as $3 to $24 one way.  Senior and child fares are also available.

The bus will be stopping at the Milton Piggly Wiggly, each day at 11:20am before heading southbound to Janesville.  The bus will then return to the Milton Piggly Wiggly each day at 12:40pm.  This service will be available seven days a week.

“This new service will be a welcome addition to these various communities, by bringing greater access and connections to regional transportation options,” stated Tom Dieckelman, President Wisconsin Coach Lines/Coach USA Milwaukee.

WisDOT identified the Janesville to Milwaukee corridor as being in need of public transit service in the Connections 2030 long-range transportation plan. Wisconsin Coach Lines was awarded the grant to operate this route through a competitive solicitation.

Funding for this route will be provided through the intercity bus portion of the Federal Transit Administration’s Formula Grants for Rural Areas program. In all, WisDOT will execute over $2,000,000 in federal grants to fund eight intercity bus routes connecting major transportation hubs with rural locations throughout the state.

Make a Difference Day in Milton – April 22, 2016

The City of Milton will be hosting Make a Difference Day on April 22, 2016.  All groups or organizations that are interested in completing projects are asked to contact Assistant to the City Administrator Inga Cushman at (608) 868-6900 ext. 5 or by email at icushman@milton-wi.gov.  Participants can choose alternate dates to complete their projects.

Additionally, any individuals that would like to participate can assist the following organizations with their projects:

  • Milton Lions Club, April 23rd, 9 a.m. to Noon – Paint playground equipment at Lamar Park and general clean up at the park.
  • Parks & Recreation Commission, April 23rd, starting at 10:30 a.m. – Tails n Trails Dog Park Annual Clean Up.  Those who participate are encouraged to bring gardening gloves, dog waste shovels/scoops, and plastic bags for waste.

Rock County Sheriff Press Release: Hunter Education Course

Sheriff Spoden is pleased to announce that the Rock County Sheriff’s Office, in partnership with the Edgerton Conservation Club, is offering two spring D.N.R. Hunter Safety Education Courses starting in April of 2016. It is recommended that participants be at least 12 years of age, or turn 12 shortly following completion of the class.

There is a class fee of $10 per student, which will be collected at the time of registration. A parent/guardian signature is required for all persons under the age of 18 and the underage student must be present with an adult parent or guardian at time of registration.

Class size is limited to thirty (30) students and registration is available online. After completing the online registration, you will receive an email with confirmation and mandatory in person registration information.

Milton Area Veterans Memorial Brick Purchase Deadline

The deadline to order bricks for the Milton Area Veterans Memorial in order to have them placed by Memorial Day is March 10, 2016 at 3:30 p.m.

The prices for the memorial bricks are as follows:

  • 8x8 Brick - $85
  • 16x8 Brick - $135
  • 16x16 Brick - $235
The Parks & Recreation Commission is planning a ceremony for Memorial Day, May 30, 2016 to unveil the POW / MIA and Cost of Freedom expansions.  The official dedication for the expansions will take place on July 3, 2016.
